"Lieutenant Commander Stimler maintained his enthusiasm and energetic attack on
problems during these last two months on active duty, turning in the best performance
of his two years on board. During this period he directed the consolidation of naval
personnel functions with one of the tenant commands and master-at-arms functions
with another, contributing to overall economy of operations. He planned the relocation
of elements of the Security Division to achieve effective use of space and facilities and
free a building for a higher priority use. His decisive, pragmatic attitude pushed these
projects through despite obstacles and delaying tactics by some of the personnel concerned.
He lacks a little polish but he gets the tough jobs done. He is respected and appreciated,
especially by the enlisted men of this Command. He is detached with real regret."
